Problem Note 38206: Table of contents text is illegible in a PDF file created on z/OS

If an ODS PDF file is created on the z/OS operating system with SAS® 9.2 where the locale is not English, a table of contents with bookmarks will be generated, but will contain illegible character strings.
To circumvent the problem, either use the NOTOC option on the ODS PDF statement to prevent the table of contents from being created, or switch the SAS locale option to English.
