Problem Note 38647: An FNCLOADERROR(519) error occurs when you try to connect to the Teradata database in UNIX operating environments
In UNIX environments, the following error is generated when you try to connect to Teradata:
libname x teradata user=user-name pass=password ;
ERROR: Teradata connection: CLI2: FNCLOADERROR(519): Unable
to obtain a handle for the global symbol ob.
ERROR: Error in the LIBNAME statement.
The problem occurs when you have the Teradata Tools and Utilities 12 installed and you apply Hot Fix E9TE11.
Currently, there is no workaround for this problem.
