For two-sample t tests, when the Pooled equivalence confidence limit falls within the equivalence bounds and the Satterthwaite interval does not, PROC TTEST incorrectly reports an Assessment of "Equivalent" for the Satterthwaite TOST.
Vice versa, when the Pooled equivalence confidence limit does not fall within the equivalence bounds and the Satterthwaite interval does, PROC TTEST incorrectly reports an Assessment of "Not Equivalent" for the Satterthwaite TOST.
Note that the equivalence confidence limits and the "<" and ">" signs themselves are correct.
