Problem Note 36781: Unable to set OUTOBS to zero in the Query Builder of SAS® Enterprise Guide® 4.2

In some cases, you might want to create a query that outputs a data set with no rows. In SAS Enterprise Guide 4.1, you could specify a value of zero for the OUTOBS option in the Query Builder task. In 4.2, the lower limit is 1 (one) instead of 0 (zero).
