Problem Note 36544: ERROR: "Libname lref not available for use" occurs when assigning a library using the META engine

If you assign a library using the META LIBNAME engine, and the metadata library you reference requires you to authenticate (such as a relational database library or a WebDAV library), the LIBNAME might fail with the following errors:
ERROR: Libname lref not available for use. ERROR: Error in the LIBNAME statement.
The error occurs when the password that is stored in metadata for the library contains a special character, such as '!' or if the password is longer than nine characters.
To circumvent the problem, you must change the password to be nine characters or less and ensure that it contains only alphanumeric characters.
