Problem Note 35187: Locked overrides are not reconciled correctly

When you remove BY groups from a project and then attempt to reforecast the project (using the new data structure), some overrides are not accounted for. As a result, locked overrides are not being honored in the forecasts.
The OUTOVRD data et is not refreshed to remove BY groups that are no longer present.
