Problem Note 34848: A sort error might occur in the OWNER_REPORT macro when there is a blank USER_LONG_ID field
A sort error might occur in the OWNER_REPORT macro during the merging of users and their alerts when there is a blank USER_LONG_ID field. The problem is caused by the blank field being
formatted with the the value of 'NO OWNER'. The table, WORK.CREATOR_COUNT2,
then does not merge with the other data in the following step because
it is not sorted correctly and the following error is generated:
ERROR: BY variables are not properly sorted on data set WORK.CREATOR_COUNT2.

The solution is to sort the table WORK.CREATOR_COUNT2 by USER_LONG_ID prior
to the merge statement.
