Problem Note 33325: Links to specific pages in a PDF file are incorrect
In the ODS HTML and PDF destinations, the URL= style attribute can be used with #N to link to a specific page in a PDF file that is not created by SAS using the logic below:
In SAS® 9.2 in the ODS PDF destination, this link will not go to the correct page (page 6 in the example above), but will instead open the PDF file specified with URL= on the first page.
A hot fix is currently available to correct the problem.
It is important to note that if the FILE: points to a page in a PDF file that was created by SAS, it will always open on the first page. The #N functionality for linking to page numbers in PDF files created by SAS is available beginning with the third maintenance release of SAS 9.2 (TS2M3).

fixed.
If a URL style attribute is used to link to a specific page in another PDF file, the file will open on the first page.
