Problem Note 33231: ANYDT* informats don't handle MMYY, MM-YY, or MM/YY correctly

Values such as 0599, 05-99, 04-2005, etc. should be handled by ANYDT* informats (ANYDTDTM, ANYDTDTE) and be interpreted as month/year.
In the case of ambiguity (for example - 0405), the DATESTYLE system option is used to determine the order of year and month. If DATESTYLE is set to YMD, YYMM is assumed, and otherwise MMYY is assumed.
