Usage Note 33127: Changing the LOCALE= setting in SAS® 9.2 to reflect your language
In SAS 9.2 the SAS® Deployment Manager does not prompt you for locale; the default language and locale are determined automatically by SAS Deployment Manager based on your regional settings or the operating system's locale. Configuration files and menu shortcuts for each language that is installed are created as well. Each configuration file has the corresponding LOCALE= option set.
The LOCALE= option specifies a set of attributes in a SAS session that reflect the language, local conventions, and culture for a geographical region. The configuration file also points to localized resources—if available. The localized resources are located in !SASROOT/nls/language-identifier/filename, where filename is one of the following files: sasmsg, sashelp, sasmacro, resource.

Localizations are usually available for a number of "root locales", for example, French or Spanish. These "root locales" might not, however, reflect your regional settings or the operating system's locale. For instance, if you set the Windows Regional and Language Options to "French (Canada)," you get a French user interface, but also LOCALE=French in the configuration file. LOCALE=French defaults to French_France, and this might not be what a Canadian user expects.
To change the default language, edit the configuration file. In this case, edit
!SASROOT/nls/fr/sasv9.cfg and change -LOCALE "French" to
-LOCALE "French_Canada". On Windows you can also configure the locale of SAS Java clients by using the Locale Setup Manager (LSM).
A LOCALE value can be specified as a SAS long name or as a POSIX name.
The following table lists the root locales and their corresponding defaults.
In fact, a root locale ("language only") is an alias name for the two other names and only valid for some locales.
