Problem Note 32940: Action fails when adding URL containing percent symbol

If a URL has been defined as an action on a metric attribute in SAS® Strategic Performance Management, and if the URL contains a % (percent) character, the link will cause an error when you apply changes or when you attempt to edit the metric attribute:

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
An error has occurred in the system, and the administrator of the application has been notified.
The systems administrator might receive an email with the error:
Unable to obtain a user context.
