Problem Note 32940: Action fails when adding URL containing percent symbol
If a URL has been defined as an action on a metric attribute in SAS
® Strategic Performance Management, and if the URL contains a
% (percent) character, the link will cause an error when you apply changes or when you attempt to edit the metric attribute:
An error has occurred in the system, and the administrator of the application has been notified.
The systems administrator might receive an email with the error:
Unable to obtain a user context.
