Problem Note 32797: HTTP requests to an HTTPS server fail when the requests are made through a proxy

Using proxies and Secure Socket Layer (SSL) causes problems in the Tkhttp library. The proxies return different responses to certain requests that are made by the Tkhttp library and the library interprets these responses as invalid.
This causes callers of the Tkhttp library to fail, including the LIBNAME statement for WebDAV server access.
