Usage Note 32991: Opening a data set from a SAS® Universal Viewer workspace results in an error: "Unable to open DATASET_NAME. Operation not allowed in this context."

Attempting to open a data set from a SAS Universal Viewer workspace results in the following error message:
Unable to open <dataset_name>.
Operation is not allowed in this context.
This message occurs when Performance options in the Universal Viewer have a value of 0.
To open datasets from this workspace successfully:
- Go to Tools ► Options ► Performance options.
- Enter numbers greater than zero in the Only use paging if the dataset contains this many rows and the Number of rows per page text boxes.
- Click OK.
- Open the data set.
- Save the workspace before exiting the SAS Universal Viewer.
