Problem Note 32988: Clearing the "Break large datasets into pages" option in the SAS® Universal Viewer does not stop datasets from being broken into pages
Clearing the check box associated with the Break large datasets into pages option in the SAS Universal Viewer doesn’t change the behavior of the application. Data sets are still broken into pages. This option is accessible from Tools ► Options ► Performance.
In order to view complete data sets, go to Tools ► Options ► Performance and set the Number of rows per page option to a number larger than the total number of observations in the data set you would like to view.

The "Break large datasets into pages" option in the SAS Universal Viewer cannot be turned off.
