Usage Note 32392: An error occurs when you try to access a UNC pathname in SAS/CONNECT® server sessions
After you install Service Pack 1 for the Microsoft Windows 2003 Server, SAS/CONNECT server sessions might issue “undetermined I/O” error messages when you use the UPLOAD or DOWNLOAD procedures for Universal Naming Convention (UNC) file paths.
The problem occurs because of security changes imposed on Windows. The following Microsoft Knowledge Base article identifies the issue and provides a workaround:

Release is the software release in which the problem is planned to be
fixed.
After you install Service Pack 1 for Windows 2003 Server, you might have problems accessing files via UNC paths in SAS/CONNECT server sessions.
