Problem Note 32259: Geocoding returns an incorrect MSA of 42260
The geocoder is returning an incorrect MSA of 42260 for 2008 loans where the state_code='12' and the county_code is ('081','115'). The correct MSA value for 2008 loans is 14600.

The MSA code used to geocode all loans where the state_code='12' and the
county_code is ('081','115') will have the old MSA of 42260 for all loans,
regardless of activity year.
