Problem Note 31836: Troubleshooting profile issues on the Windows operating systems
Sometimes you are not able to log in to a Windows operating system.
This can happen if a profile is not unloaded when you log off the session.
You might see one of the following errors:
Windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated. Contact
your administrator.
Windows cannot log you on because your profile cannot be
loaded. Check that you are connected to the network, or
that your network is functioning correctly. If this problem
persists, contact your network administrator.
Windows cannot log you on because the profile cannot be
loaded. Contact your network administrator.
Windows cannot unload your classes registry file - it is
still in use by other applications or services. The file
will be unloaded when it is no longer in use.

To resolve this issue, use the Microsoft User Profile Hive Cleanup Service (UPHClean).
UPHClean monitors the computer while Windows is unloading user profiles, and it forces
resources that are open to close. Therefore, the computer can unload and reconcile user profiles.
To download and install UPHClean, go to User Profile Hive Cleanup Service at the Microsoft Download Center.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
The system might not be able to load a local user profile, a temporary user profile or a roaming user profile. This will prevent the user from loggin on to the system. A utility called UPHClean can help with this issue.
