Usage Note 30817: Make changes in Deployment Manager's master configuration directories instead of individual server directories when using WebSphere ND
Installation and configuration documents, such as instructions.html and the Web Infrastructure Kit installation instructions (wik_readme.html), include the directory name AppServer in the paths for files that must be modified in a WebSphere deployment (such as wsjaas.conf and was.policy). However, if you are deploying to WebSphere Application Server Network Deployment (ND), you should make changes to the corresponding files in the Deployment Manager's master configuration directories instead and then perform a full resynchronization.
For example, wik_readme.html says that wsjaas.conf is found in the directory AppServer/properties. But in a WebSphere ND deployment, you should modify wsjaas.conf in DeploymentManager/properties.
