Usage Note 23431: In ODS HTML output, how can I change the link color and the visited link color in the table of contents?
The link color and the visited link color can be changed in the Colors
style element, or directly in the Document style element by specifying the
color for the attributes LINKCOLOR and VISITEDLINKCOLOR. Because the
pages that you have visited are stored in the history file in the browser,
the visited link color may be displayed for the link color. To prevent this
behavior, delete the history file from the browser.

proc template;
edit styles.default as styles.test;
style colors /
'link2' = purple /* Link Color */
'link1' = orange; /* Visited Link Color */
end;
run;
Here is the alternate method:
proc template;
define style styles.test;
parent=styles.default;
replace Document from Container
"Abstract. Controls the various document bodies." /
htmldoctype =
"<!DOCTYPE HTML PUBLIC ""-//W3C//DTD HTML 3.2 Final//EN"">"
htmlcontenttype = "text/html"
protectspecialchars = auto
linkcolor = purple
visitedlinkcolor = blue;
end;
run;
