Usage Note 22560: Creating a table from cell counts instead of raw data in PROC FREQ
To enter cell counts instead of raw data, use the WEIGHT statement to specify a variable containing the cell counts. You can see several examples at the end of the FREQ chapter in the SAS® Procedures Guide or the SAS/STAT® User's Guide in the SAS documentation.
