If you are running a version of DB2 prior to Version 4.1, then you CANNOT grant authority to the database using an application plan. SAS software issues only dynamic SQL calls to DB2. Therefore, not only do the users need EXECUTE privilege to the SAS plan (the default name differs based on the version of SAS that you are running), they also need to be granted the explicit desired privilege to the DB2 object.

If you are running DB2, Release 4.1 or later, you CAN grant authority to the database using an application plan. Beginning with Release 4.1 of DB2, a new BIND option has been added. The option, DYNAMICRULES, enables you to specify that a plan or package owner's authority be used to access the DB2 resource for SQL calls rather than the user making the request.
