Problem Note 21046: An access violation might occur if the input data set is not created as
expected
The SASMSG FUNCTION assumes that the input messages data set is correct
as created by the %smd2ds macro function and does not check for an
invalid data set.
The function relies on the variable order and does not check its size.
SASMSG should verify that the following four names exist and check that
their respective size and type are correct:
LOCALE (Char 5)
KEY (Char 60)
LINENO (Num 5)
TEXT (Char 1200)
