Problem Note 20676: PROC CIMPORT may fail or generate errors when the file contains SBCS

PROC CIMPORT may fail or place garbage characters in the SCL, FRAME, or
Description fields of an AF catalog if the transport file contains
Japanese Single-Byte Character Set (SBCS) Katakana data and you import
the transport file in SAS 9.1.3 Double-Byte Character Set (DBCS).
PROC CIMPORT may generate the following error:
ERROR: GIVEN TRANSPORT FILE IS BAD.
ERROR: ERROR CONVERTING XXXXX.PROGRAM. ENTRY WILL BE DELETED.
If the ENCODING="IBM-930" system option was not used when creating the
transport file, set the system option and recreate the transport file.
Apply the hot fix to the SAS system you are using to import the file and
use PROC CIMPORT again to import the transport file.
