Problem Note 20418: "ACCESS DENIED" authentication error is not displayed as expected when the Metadata server using a Japanese version of Windows

If the Metadata server is installed on a system running the Japanese version of Windows and a user tries to login from a client using a userid and no password, the login attempt will fail with:
sam.S235.ex.msg: An exception was thrown while reading a packet
header from the socket.
The error that should be displayed is ACCESS DENIED.
The login will be successful if the user specifies the userid and password.
