Problem Note 20242: Un-checking the "Allow negative forecasts" selection box in the project wizard does not remove negative overrides

If you un-check the selection box in Step 5 of the "New Project" wizard to allow negative forecasts, negative overrides may still remain in non-hierarchical or non-reconciled projects even after the allow negative forecasts option is turned off.
