Problem Note 20969: PDF ignores multiple justifications in TITLE and FOOTNOTE statements
In PDF output, multiple justifications in TITLE and/or FOOTNOTE statements are ignored. Inline formatting that applies the JUST= style attribute is ignored. However, certain conditions of the J= option do work, while others do not work. For example:

title1 "^S={just=l} left ^S={just=r} right";
/* This works */
title2 j=l 'left' j=r 'right';
/* This does not work */
title3 j=1 'left' j=c 'center' j=r 'right';
An alternative is to embed blanks in the text and use the ASIS=ON style attribute.
