Usage Note 20351: Support added for SPD Server START/ENDOBS LIBNAME options with values
larger than 2G
Prior to SPD Server 4.4 TSM2, STARTOBS/ENDOBS values larger than 2G
caused values to resolve to negative numbers.
This caused problems with parallel joins because STARTOBS/ENDOBS
values are used to bracket sections of the table to join in parallel.
Negative values cause the join to fail.
