Usage Note 20332: DYNLOCK may not work correctly on WIN32
You may receive "file in use" errors when using DYNLOCK on WIN32
platforms. This happens when multiple processes are accessing the
same table: one performing update/append operations, while another
process attempts to read the table.
The update/append clients must have exclusive access to files to
guarantee that the raname is successful.
