Problem Note 20027: FIND_ALERT_NEAR_NEIGHBOR module might generate an error if 0 rows or 0 unsupressed alerts are returned from the input data set

If the FSC_ENTITY_ALERT data set returns 0 rows or 0 unsurpressed alerts to the FIND_ALERT_NEAR_NEIGHBOR macro, then the macro generates a SAS error.
