Problem Note 19849: If the USER_FIELD_ID field is blank a sort order problem can occur in the OWNER_REPORT program

If the USER_LONG_ID field is blank and you merge users and the alerts that they own, the following error message can occur in the OWNER_REPORT:

"BY variables are not properly sorted"

The problem occurs because the field USER_LONG_ID is blank, then it is formatted with the the value of 'NO OWNER'. The table, work.creator_count2, then does not merge with the other data in the subsequent step because it is not sorted correctly.
