Problem Note 19286: Blank page and "empty string java.lang.NumberFormatException" error after applying Hot Fix 421RISKJC01

Applying Hot Fix 421RISKJC01 to the SAS® Risk Dimensions Java Client will cause the Scenario Generator to produce a blank page and not function properly. If the web browser's java console is open, an error message will also be produced.
The error message window contains:
empty String
java.lang.NumberFormatException
java.lang.NumberFormatException

java.lang.NumberFormatException: empty String at java.lang.FloatingDecimal.readJavaFormatString(Unknown Source) at java.lang.Double.valueOf(Unknown Source) at java.lang.Double.<init>(Unknown Source)
