Problem Note 19881: Missing alert data causes errors in the owner_report module

When there are no alerts in the FSK_ALERT table, the owner_report module files the following errors:

   SYMBOLGEN:  Macro variable _AMLMSG_ resolves to ERROR: AML: Zero records
   selected for this report, no report will be produced

   ERROR: AML: Zero records selected for this report, no report will be
   produced
