If your SAS® program contains a hex string that represents a DBCS character, and the hex string contains a value that is equal to the hex value for a delimiter character ('7c'x), then the string will be quoted.

Here is an example that illustrates the issue:

data _null_;
 x ='817b817c'x ;
 file log delimiter='|'  dsd;
 put x ;
run;
