Problem Note 19364: Alerts in the alert generation process are routed to logically deleted user IDs
In the alert generation process, alerts might be routed to user IDs that
have been deleted from the system. The deleted user IDs are records in
FSK_USER where the LOGICAL_DELETE column is set to 'Y'.
