Problem Note 18359: Duplicate template pages may get added to a user's page list in the Information Delivery Portal

When invoking the Information Delivery Portal, you may receive duplicate, default template pages in addition to a sticky page added by the Web or Content Administrator.
The following scenario describes the problem:
- User <A> logs in and gets two "default" template pages added to their page list.
- User <ContentAdminB> logs in, creates a new sticky page and shares it to a group visible to <A>.
- User <A> logs in, gets the new sticky page, and duplicate "default" templates for all pages as if they did not already exist causing multiple instances of the same pages.
