Usage Note 18811: ARM log time not the same as time recorded in SAS log
The time recorded in the ARM log is provided from the operating
system. On the Windows platform, the time is in Greenwich Mean
Time (GMT).
The time recorded in the SAS log is local system time.
This causes the time in the SAS log to differ from the time in the
ARM log by the number of hours difference from GMT.
