Usage Note 18560: You may be able to add new libraries in user mode in SAS® Enterprise
Guide® 4.1
When you are in 'User Mode' in the SAS Enterprise Guide Explorer window,
you can add new libraries if you right-click on the libraries object in
the tree view, and then select 'New Library'.
In 'User Mode' you should not be able to add new libraries.
Select the Hot Fix tab in this note to access the hot fix for this issue.
