Problem Note 17981: Incorrect output with WHERE and BY statements

In SAS 9.1.3 Service Pack 4, using WHERE and BY statements in a procedure can result in incorrect output. When the WHERE clause is present, the first observation of the first BY group is corrupted.

For this problem to occur, the application must be doing BY processing, there must be a WHERE clause, and the application must include two passes over the entire data set.
