Problem Note 17954: SAS® Add-In for Microsoft Office experienced an error loading the "SAS Analysis Tools" toolbar

After installing SAS Add-In for Microsoft Office 2.1, invoking a Microsoft Office 2000 product presents the following error:
SAS Add-In for Microsoft Office experienced an error loading the
"SAS Analysis Tools" toolbar. All actions are still accessible
through the SAS menu.
Further details of the error might include:
SAS.OfficeAddin.OfficeClipboardException: unable to initialize the
CommandBarButton object. ---> System.NullReferenceException:
This error occurs with Microsoft Office 2000 where the Windows install is configured with a Non-English regional setting.
