Problem Note 17725: The PUTC function in SAS® Component Language might return unformatted
results
If a user-defined format is created with a minimum length that is
greater than the length of the variable, the PUTC function might return
the unformatted result in SAS Component Language (SCL) programs. This is
not the case for the PUTC function in DATA step programs, which will
return the formatted result regardless of the variable's length.
