Problem Note 17580: ERROR: This Library is already assigned or cannot be reassigned

After applying Hotfix 33DataBLDR01 on ETL 3.3 and using "Update Table Metadata for a table in a library of the Type "Pre-assigned Library", the following error message is displayed:
ERROR: This Library is already assigned or cannot be reassigned
This error will occur to "Base" libraries that are preassigned at startup. Libraries that have been assigned and have been switched to pre-assigned later work as expected.
