Problem Note 17174: Publishing Framework does not recognize the METAUSER and METAPASS
options
When using the Publishing Framework CALL PACKAGE_PUBLISH routine to
publish a Package, where the channel and subscriber definitions are
maintained in a SAS® Metadata Repository, the METAUSER and METAPASS
options may be ignored. For example,

channelStore = "SAS-OMA://machine.com:8561/reposname=Foundation";
prop = "channel_store,metauser,metapass";
Call package_publish(pid, "TO_SUBSCRIBERS", rc, prop,
channelStore, user, password, channelName);
To circumvent the problem, pass the METAUSER and METAPASS properties as
a SAS System option. For example,
options metauser="userid" metapass="password";
Starting in SAS® 9.1.3 Service Pack 4 (SP4), the METAUSER and METAPASS
properties will be honored on the publish call routine. The order in
which the METAUSER and METAPASS properties are searched is:
