Problem Note 16900: Unable to Reorder Columns in the LIBNAME window with W3 encoding

If you are using W3 encoded libraries in SAS DMS (Display Manager System), Reorder Columns in the LIBNAME window does not work.
In DMS go to the LIBNAME window. With PMENUS on, select View ► Reorder Columns. The Reorder Explorer Columns window should display. With the W3 encoded libraries it does not. The following error is written to the SAS Log:
ERROR: Trying to open a key that does not exist
