Usage Note 16550: No axis labels on a graph in Simplified Chinese system environment

There is a Chinese font problem within a graph where the axis labels will not appear. It is related to the fact they do not have code points for single byte numbers and alphabet characters. Labels will be missing when the system is Simplified Chinese Windows XP SP2, Simplified Chinese SAS® 9.1.3 SP3 and Simplified Chinese EG 3.0.2.414.
