Usage Note 16444: Scorecards/Reorder may not correctly reorder the scorecards
In Strategic Performance Management 2.1 (SPM) the Scorecards/Reorder
functionallity may not correctly reorder all scorecards. This incorrect
behavior has been seen 4 levels deep in a hierarchy.

Attempting to reorder the greatgrandchild scorecards may not work.
