Usage Note 16366: Copying a scorecard includes all properties

In Strategic Performance Management (SPM) 2.1, when copying a scorecard, all properties are also copied. There are check boxes that should allow you to select those properties that you want copied with the scorecard:
Attribute Selections Metric Attribute Values Formulas Ranges Thresholds Actions
No matter how the checkboxes are set, all properties are copied.
