Problem Note 16852: Generic Library can not be modified in the SAS Management Console when
locale is not en_US
When using the SAS® Management Console to modify a Generic Library that
is created with a locale other than the en_US locale, the following
error may be encountered.

The SAS Generic Library cannot be modified or changed.
To circumvent the problem, recreate the library with any new changes or
modifications.
