The Metadata Libname Engine (MLE) statement may fail with the following
error:

   ERROR: LIBID= or LIBURI= is a required libname option.
   ERROR: Error in the LIBNAME statement.

Prior to SAS 9 SP3, the MLE did not require the REPNAME or REPID option.
The MetaRepository system option would be used.  Beginning in SAS 9 SP3,
add the repository name with the REPNAME= or REPID= option to the MLE
statement.

For instance:

   libname test meta library="Test Library" repname="Foundation";

The correct Meta Group System options must be set to connect to the
Metadata server or each option will have to be explicitly set on the
LIBNAME statement.
