Problem Note 15977: Personal metadata space created by VDE under the BIP tree insecure

The Visual Data Explorer (VDE) creates personal space under the /BIP Tree/Users/<userid>/ location in the metadata to which Public access is allowed. Direct Access Control should be applied allowing access to the owner and possibly an admin account and denying Public access.
