Usage Note 15893: Locale preference read from GLOBAL profile instead of USER profile

Users who reset their locale preference for a value that is different from the locale of the system do not receive alert notification messages when using templates from the locale that they set. This is caused by the system looking up a user's locale based on the global profile instead of the appropriate user profile.
